Such as this, when it happens as I've just described, is nearly always a seller of phone lists for robo-calling machines that is robo-calling through its list to see which numbers will ring, and which have been disconnected, in preparation for selling it to someone. Often, a few days after a call that behaves as I've just described, one will receive a call from whomever actually bought the list.

It could also be a buyer of such a list, checking numbers immediately after purchasing said list, so that it can get the seller to refund money for the bad numbers.

Also, remember that if you have a cell phone which has, in it, the ability to block a number; and if you have already blocked the number that called, then a partial ring will sometimes sneak through before the phone is able to stop the call and block the number.
